HARRISBURG, PA — The Pennsylvania Ethics Commission has fined Blackhawk School District Superintendent Robert Postupac and Moon Area School District board member Mark Scappe for violating state ethics laws. The men conspired to trade jobs for their children in their respective districts, according to a May 16 ethics commission report.

Postupac and Scappe were fined $750 each.
According to the commission, Postupac had intervened to get Scappe’s son a job as a full-time gym teacher at Blackhawk despite the fact did not make it past the first round of interviews. In return, Postupac’s daughter was provided with a job as a full-time Moon elementary school teacher.

The commission found that Scappe told Superintendent Donna Milanovich to put the hiring on a school board meeting despite the fact the position didn’t exist at the time and never was publicly advertised.
On Thursday night, the Blackhawk school board approved a motion to hire a special council to begin the process to charge Postupac with ethics violations that could lead to his dismissal.
