ELMSFORD, NY — The race to fill an unexpired village justice term in Elmsford was certified Thursday by the Westchester County Board of Elections.
The winner of the election, in which no names were printed on the ballot, was Jay S. Bielat, who has a law office in White Plains.
On the 196 votes cast in the election, Bielat received 140 write-in votes to become the next village justice.

Also receiving write-ins were Yvette Blackmon-Tom, with 35, Douglas J. Tricarico, with 14, and Joan B. Jones, with two. There were four blank/void votes and one vote for someone who received less than 1 percent of the votes.
“I have executed both my acceptance and my Oath of Office,” Bielat told Patch in an email.

He said he was busy doing the initial setup for the court and learning the process of being a justice.
The election, which was held March 21, was run as a normal election, except that all votes had to be written in.

Elmsford Village Administrator Michael Mills said that the county Board of Elections advised him that no petitions were filed to appear on the ballot for the unexpired position.
